Exempts materials, supplies, and equipment for construction of a new water treatment facility in Monticello from state sales and use tax, including water utility infrastructure and associated improvements

Applies to purchases made after August 31, 2025, and before January 1, 2030

Requires sales tax to be collected at point of sale and then refunded to the governmental entity that owns or contracts for the project

Appropriates funds from the general fund to the commissioner of revenue to pay the refunds
