Replaces the requirement for a "prior appointment" with "24 hours prior notice" for census workers and candidates seeking access to multiple unit dwellings

Establishes minimum access hours of 10 a.m. through 8:00 p.m. on any day for both census workers and candidates canvassing in apartment buildings and similar multi-unit housing

Encourages (but does not require) building owners, managers, or operators to notify residents when census workers or candidates have provided notice of their intent to be present

Amends Minnesota Statutes sections 2.92 (census access) and 211B.20 (candidate access) to standardize canvassing rules across both types of visitors
