Defines "primary residence" for family adult foster care license holders as where they live and sleep, with protections against license challenges based solely on owning another property, using different addresses on documents, or living separately from spouse/children

Defines "primary caregiver" as the person responsible for supervision and care coordination, allowing license holders to receive unlimited help from unpaid family members and up to 40 hours per week from paid staff or volunteers while retaining primary caregiver status

Requires the commissioner to provide written notice of all investigative criteria to adult foster care license holders at least 90 days before license renewal or enforcement actions, and mandates audio-recorded interviews before issuing sanctions related to primary residence or caregiver violations

Creates a remedial licensing pathway allowing former license holders whose family adult foster care licenses were revoked between January 1, 2022 and July 1, 2025 for primary residence or caregiver violations to reapply without those prior violations being considered

Removes the requirement that mental health certification for adult foster care homes only applies when the home is not the license holder's primary residence, expanding eligibility for voluntary certification
