Creates snowmobile special license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles beginning January 1, 2026

Requires applicants to pay standard special plate fees, registration taxes, and contribute an unspecified amount initially and annually to the snowmobile trails and enforcement account

Plate design must be developed by the commissioner in consultation with the Minnesota United Snowmobilers Association

Allows plate transfers between qualified vehicles owned by the same individual for a $5 fee

Appropriates all contribution funds collected to the Department of Natural Resources for grants-in-aid to develop, maintain, and groom snowmobile trails and acquire easements
