Establishes a voluntary certification program for recovery residences (sober living homes) administered by the Commissioner of Health, with a designated nonprofit certifying organization maintaining standards based on the National Alliance for Recovery Residences (NARR) framework

Creates three certification levels: Level 1 (peer-run with no paid staff), Level 2 (monitored with house manager), and Level 3 (supervised with paid staff and certified peer recovery support services), each requiring inspections every two years and background checks for controlling individuals

Restricts state, county, and local government funding to certified recovery residences only, and prohibits licensed substance use disorder treatment providers from making referrals to uncertified residences

Establishes special eviction procedures allowing certified residences to remove residents within 24-72 hours for substantial residency agreement violations, while exempting them from standard landlord-tenant protections under Chapter 504B

Appropriates $350,000 in FY2026 and $350,000 in FY2027 from the general fund for implementation, and creates criminal penalties for patient brokering (kickbacks for referrals) with misdemeanor to felony charges based on dollar amounts involved
