Requires the Office of Higher Education to identify in-demand fields based on Department of Employment and Economic Development data, focusing on the top 20 industries and occupations with highest projected employment growth or job openings

Mandates review and update of the in-demand industries list and approved programs of study at least once every three years

Adds new reporting requirements for the Commissioner of Higher Education, including a list of eligible programs and data on which programs scholarship recipients are enrolled in

Applies to scholarship awards beginning in the fall 2026-2027 academic year
