Increases funding for forecasted programs: General Assistance ($3,737,000), Minnesota Supplemental Aid ($3,428,000), and Housing Support ($11,923,000)

Adds $135,928,000 for the Behavioral Health Fund

Reduces appropriations for MinnesotaCare by $16,182,000 (from Health Care Access Fund) and Medical Assistance by $1,735,000
