Increases the lifetime scholarship cap from $25,000 to $30,000 per recipient, with maximum annual awards of $10,000 for bachelor's/post-bachelor's programs and $6,000 for associate's degree programs

Extends the grant usage period for the Increase Teachers of Color Act from two years to up to four years, with direct financial assistance capped at $5,000 per candidate per fiscal year (or $10,000 maximum when grants from overlapping fiscal years combine)

Appropriates $10 million per year in fiscal years 2026 and 2027 to the Office of Higher Education for the scholarship program, with up to $200,000 for administration

Appropriates $3 million per year in fiscal years 2026 and 2027 to the Department of Education for grants to close education opportunity gaps, with up to 5% retained for administration
