Changes Metropolitan Council's review of metropolitan significance rules from biennial (every two years) to decennial (every 10 years, by January 15 of years ending in "5"), and eliminates the requirement for a separate legislative report before implementing rule changes.

Removes the requirement for a public hearing before the Metropolitan Council adopts affordable and life-cycle housing goals for municipalities, requiring only governing body action instead.

Eliminates the dollar-for-dollar matching requirement for municipalities or development authorities receiving funds from the affordable and life-cycle housing account, and removes priority consideration for projects with matching funds from non-housing sources.

Moves the deadline for regional parks implementing agencies to submit annual operation and maintenance expenditure statements from July 1 to May 15, and clarifies that expenditure reports must come from the most recent annual audited financial statements.

Applies to the seven-county Twin Cities metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties) and takes effect the day after final enactment.
