Requires the state subcabinet on opioid, substance use, and addiction to develop and publish a comprehensive substance use and addiction plan establishing goals and priorities for prevention, harm reduction, treatment, and recovery services

Mandates all state agencies operating substance use-related programs or administering state/federal funds for such programs to align their program goals and priorities with the state plan

Requires state agencies to submit their relevant plans and budgets to the subcabinet for review upon request

Transfers state plan development responsibility from the Alcohol and Other Drug Abuse Section in the Department of Human Services to the subcabinet level

Removes the requirement for the Alcohol and Other Drug Abuse Section to coordinate and review substance use activities across all state departments, consolidating oversight at the subcabinet level
