Removes the previous $530-per-pupil allowances tied to third grade reading proficiency rates and fourth grade reading growth scores on Minnesota Comprehensive Assessments

Eliminates the detailed list of eligible uses for literacy aid (teacher training, literacy leads, intervention specialists, substitute teacher costs, stipends) and instead requires districts to use funds to meet goals in their local literacy plan; specific dollar amounts for appropriations and allowances are left blank for later determination
