Prohibits any public or private entity receiving state funds from excluding individuals with disabilities from participation in or denying them benefits of services, programs, or activities due to their disability

Requires entities to provide reasonable accommodations to individuals with disabilities and ensure no discrimination occurs

Defines "individual with a disability" as someone with a physical or mental condition substantially limiting major life activities including caring for oneself, mobility, learning, seeing, hearing, communicating, breathing, working, and social interaction

Prohibits hotels, restaurants, public conveyances, and other public places from barring service animals or charging extra fees for persons with disabilities accompanied by service animals

Directs the revisor of statutes to add cross-references to section 363A.19 wherever Section 504 of the Rehabilitation Act is referenced in Minnesota law
