Establishes a Road Funding Alternatives Task Force to review electric and plug-in hybrid vehicle adoption in Minnesota and recommend road funding alternatives to replace declining fuel tax revenues

Task force membership includes 8 legislators, commissioners from Transportation, Public Safety, and Management and Budget, 4 public members appointed by the governor, and representatives from the University of Minnesota, electric utilities, EV manufacturers, and charging infrastructure companies

Task force must evaluate funding options including mileage-based user fees, kilowatt-hour taxes at public charging stations, flat rate charging station taxes, increased registration surcharges, and assessments on electric commercial vehicles

Report with legislative recommendations due to transportation committees by March 15, 2026, with goal of implementing new funding mechanism by beginning of 2028

Appropriates an unspecified amount from the general fund in fiscal year 2026 to the Department of Transportation for task force operations, with up to 2% available for administrative costs
