Prohibits the Commissioner of Transportation from charging user fees for vehicles operating in dynamic shoulder lanes and high-occupancy vehicle (HOV) lanes, eliminating Minnesota's MnPASS toll lane program effective July 1, 2025

Removes exceptions that previously allowed toll facilities, HOV lanes, and priced lanes established before or after September 1, 2007, making the toll prohibition apply broadly to all highway facilities

Eliminates the option for single-occupant vehicles to pay a fee to use the I-35W dynamic shoulder lane between I-94 and Highway 62, restricting use to multi-occupant vehicles, transit buses, and emergency vehicles only

Cancels uncommitted balances in HOV lane user fee accounts to the general fund on June 29, 2025, then appropriates funds to the Commissioner of Transportation in fiscal year 2026 for implementation costs including fee collection system payments and signage changes

Transfers remaining funds after implementation costs from the general fund to the trunk highway fund, and repeals statutory provisions establishing the HOV lane user fee accounts
