Transportation authorities must designate a business liaison and implement a construction communication plan for projects with substantial business impacts lasting at least one month, effective for projects beginning on or after November 1, 2025

Creates the Local Business Construction Impacts Assistance Program to provide financial assistance to small businesses and nonprofits affected by trunk highway, county state-aid highway, or municipal state-aid street construction projects

Eligible recipients must derive at least 80% of revenue from retail locations, have no more than two retail locations, be headquartered in Minnesota, and experience business impairment for at least 60 days

Road authorities must allocate 1% of total project costs for financial assistance, with an additional 1% contingent allocation if construction delays extend business impacts more than 60 days past scheduled completion

Financial assistance payments are capped at $30,000 per recipient and distributed equally among all eligible applicants, with the program applying to projects beginning on or after October 1, 2026
