Appropriates $20,000,000 in fiscal year 2026 from the general fund to the Commissioner of Education for stipend programs supporting student teachers

Requires the Department of Education to award a grant to a nonprofit organization to distribute stipends to teacher candidates completing at least 12 weeks of student teaching at PELSB-approved preparatory programs

Stipends must provide compensation of $15 per hour or higher, to the extent practicable, and must not affect the student's financial aid package

Up to 5% of the grant may be used by the nonprofit awardee for administration, and up to 5% is available to the department for grant administration
