Creates a new rebate program for resource recovery and waste-to-energy facility operators who divert materials from the waste stream for recycling, composting, or reuse

Requires facility operators to report annually by February 1 (starting 2026) the tonnage of recyclable materials, compostable materials, and combustor ash recovered and diverted from disposal

Sets rebate rates at $30 per ton for recyclable and compostable materials separated from waste, and $20 per ton for recyclable materials and combustor ash recovered from waste-to-energy facilities

Commissioner of Revenue must pay rebates by April 15 each year, beginning April 15, 2026

Amends revenue allocation from the solid waste management tax to fund rebates before crediting 70 percent of remaining amounts to the environmental fund, effective July 1, 2025
