Amends Minnesota's organized retail theft statute (section 609.522) to explicitly include gift cards as "retail merchandise," covering both physical and digital cards, whether activated or not

Adds new definitions for "closed-loop gift cards" (redeemable at single merchant or affiliated merchants) and "open-loop gift cards" (redeemable at multiple unaffiliated merchants within a payment card network)

Establishes gift card valuation for theft purposes as the greatest economic loss to the property owner, including full face value or potential value for variable-load cards

Adds tampering with stolen retail merchandise to obtain value from retailers or customers as a new qualifying act for organized retail theft charges

Effective August 1, 2025, applying to crimes committed on or after that date
