Extends the instructional hours reduction provision from the 2024-2025 school year to also include the 2025-2026 school year, allowing districts to reduce student instruction by 5.5 hours to provide teachers with evidence-based reading training

Expands the instructional hours reduction to apply to both elementary and secondary schools, whereas previous law applied only to elementary schools

Requires districts to negotiate agreements with teachers' unions (or consult with teachers in non-unionized charter schools) to use the reduced instructional time for Read Act training

Limits the secondary school instructional hours reduction exclusively to the 2025-2026 school year

Amends Minnesota Statutes 2024, section 120B.123, subdivision 5, relating to professional development requirements under the Read Act
