Establishes the Minnesota Clearance Grant Program administered by the Commissioner of Public Safety to award grants to law enforcement agencies for increasing solve rates of nonfatal shooting crimes

Prioritizes grant funding for agencies with high rates of unsolved nonfatal shootings, inadequate investigative staffing, and plans for interagency cooperation and information sharing

Permits grant funds to be used for hiring investigators and forensic personnel, overtime pay, evidence-processing equipment, technology upgrades, victim-witness coordinators, and partnerships with hospital-based violence intervention programs

Requires grant recipients to submit biannual reports detailing investigations initiated, clearance rates, personnel hired, training implemented, and technology acquired

Appropriates unspecified amounts from the general fund for fiscal years 2026, 2027, and establishes an ongoing base appropriation beginning in fiscal year 2028
