School districts, charter schools, and cooperative units may transfer unencumbered operating funds between accounts for fiscal years 2025-2029, provided transfers do not increase state aid obligations or property tax authority

Transfers require a school board resolution specifying the purpose and amount, which must be posted on the district website and reported to the commissioner

School districts and charter schools may adopt resolutions to opt out of compliance with specified education laws enacted in 2023-2024 legislative sessions (Laws 2023, chapters 53-55, 59 and Laws 2024, chapters 109, 115) for school years 2025-2026 through 2028-2029

Schools may also opt out of rules adopted by the Professional Educator Licensing and Standards Board after July 1, 2023

Opt-out decisions require a recorded vote, public posting on the school website, and electronic notification to the commissioner
