Creates an optional outdoor recreation license plate endorsement allowing motor vehicle entry to all Minnesota state parks, state recreation areas, and state waysides over 50 acres, as an alternative to purchasing separate state park permits

Sets endorsement fees at $15 (2027-2028), $17 (2029-2030), and $19 (2031 onward), with revenue deposited into a new outdoor recreation endorsement account in the natural resources fund to support state park system operations

Endorsement available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles; displayed via a distinctive-colored sticker on the license plate that cannot be transferred between vehicles

Exempts veterans with total service-connected disabilities from the endorsement fee, and excludes certain vehicles including dealer plates, commercial vehicles, limousines, school buses, and collector vehicles from eligibility

Effective January 1, 2027, with required public information on the Department of Public Safety website beginning May 1, 2026
