Increases the annual registration surcharge for all-electric vehicles from $75 to $100, effective for registration periods starting on or after August 1, 2025

Creates a new $25 annual registration surcharge for plug-in hybrid electric vehicles, effective for registration periods starting on or after August 1, 2025

Redirects EV surcharge revenue from the highway user tax distribution fund to the transportation impact assessment and mitigation account, which funds projects reducing traffic fatalities and severe injuries

Establishes automatic adjustments to both surcharges every three years starting January 15, 2028, tied to changes in the state gasoline excise tax rate, rounded to the nearest $5

Beginning July 1, 2027, requires transfer of 90% of excess funds from the transportation impact assessment and mitigation account to the highway user tax distribution fund when the account balance exceeds 50% of annual deposits
