Appropriates $150,000 in fiscal year 2026 and $150,000 in fiscal year 2027 from the general fund to the Commissioner of Agriculture for a grant to the Women's Environmental Institute

Establishes a farming incubator project for aspiring Black, Indigenous, and People of Color farmers to increase access to organically certified land and develop organic and regenerative farming skills

Direct grants to farmers with limited land access cover land rental, seeds, compost, irrigation equipment, marketing, transportation, organic certifications, and other farm expenses

One-third of appropriated funds must be allocated to communities outside the seven-county metropolitan area

Funds education and training in regenerative organic farming methods including food safety, farm finances, soil health practices, and marketing; appropriation available until June 30, 2028
