Adds a new duty for the Advisory Council on Traffic Safety to advise the Commissioner of Public Safety on grant agreements for projects that reduce serious and fatal injury crashes

Authorizes the Commissioner of Public Safety to enter into contracts, interagency agreements, and grant agreements for data, research projects, and crash reduction projects to support the council's work

Establishes grant eligibility for local traffic safety coalitions (priority), local governments, nonprofit organizations, law enforcement agencies, and educational institutions

Removes the council's duty to review and comment on all traffic safety grants, while retaining its role in reviewing state and local traffic safety plans

Amends the 2023 appropriation language to explicitly include "grants" in the $2,000,000 annual general fund allocation for Advisory Council on Traffic Safety operations and activities
