Appropriates $21,200,000 from the trunk highway fund to the Commissioner of Transportation for the Robert Street viaduct replacement project in St. Paul, contingent on the federal RAISE grant being rescinded by USDOT

Appropriates an additional $3,800,000 from the general fund for project portions ineligible for trunk highway funding, also contingent on federal grant rescission

Replaces a $25,000,000 federal RAISE grant awarded in January 2025 that may be rescinded by the U.S. Department of Transportation

Project scope includes replacing the George Street bridge and retaining walls over Robert Street, reconstructing Robert Street from Page Street to Cesar Chavez Street, and improving pedestrian crossings, sidewalks, trails, transit access, and lighting

Both appropriations are one-time and remain available until project completion, effective the day following final enactment
