Prohibits the state, political subdivisions, and private entities from using Automatic Dependent Surveillance-Broadcast (ADS-B) information to calculate, generate, or collect fees from aircraft owners or operators flying over Minnesota

Defines ADS-B as aviation surveillance technology combining aircraft positioning systems, avionics, and ground infrastructure to create surveillance interfaces between aircraft and air traffic control or other aircraft

Covers both ADS-B In and ADS-B Out systems under the prohibition

Amends Minnesota Statutes 2024, section 360.55 by adding a new subdivision 10

Effective the day following final enactment
