Establishes minimum base salary thresholds for full-time equivalent teachers beginning July 1, 2026: $60,000 for teachers without a master's degree, $80,000 for teachers with a master's degree, and $100,000 for teachers with a master's degree and at least 10 years of experience

Sets a $25 per hour minimum wage for covered unlicensed school staff (paraprofessionals, food services, transportation, clerical, maintenance workers) who work at least 14 hours per week for 100+ days and regularly interact with students

Creates two state aid programs starting fiscal year 2027 to help school districts, charter schools, and other educational entities cover the costs of meeting the new compensation thresholds

Requires the Commissioner of Education to adjust all compensation and wage thresholds for inflation every four years beginning January 15, 2030, based on the Consumer Price Index

Mandates the Professional Educator Licensing and Standards Board submit a report by January 15, 2026 on hourly worker compensation, including staffing levels, wages by job class, vacancies, and health insurance data
