Appropriates $4,070,000 from the bond proceeds account in the trunk highway fund to the Commissioner of Transportation for design and construction of a roundabout at Trunk Highway 19 and Armstrong Road in Northfield

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $4,070,000 to fund the project

Bond proceeds, excluding accrued interest and any premium from the sale, must be deposited in the bond proceeds account in the trunk highway fund

Effective the day following final enactment
