Establishes a $1,000,000 onetime appropriation in fiscal year 2026 for the Commissioner of Revenue to distribute aid to local governments for emerald ash borer tree treatment and removal costs

Eligible local governments include towns with population of at least 10,000, statutory or home rule charter cities, and Minnesota Tribal governments

Aid must be used to reimburse homeowners with incomes below 200% of the federal poverty guideline for costs incurred since 2020 on residential or agricultural homestead properties with infested trees required to be treated or removed

Commissioner of Revenue must establish a merit-based competitive grant process prioritizing infestation rates, residents' ability to pay, and local government population, with certification by January 31, 2026 and payment by February 15, 2026

Department of Revenue may retain up to 3% of the appropriation for administrative costs
