Appropriates funds to continue state agency operations through July 31, 2025, if the legislature has not enacted a funding bill for that agency by July 1, 2025

Funding level set at the lower of: the agency's base level for fiscal year 2026 (as estimated in the March 6, 2025 forecast) divided by 12, or the agency's total fiscal year 2025 appropriations divided by 12

One-time appropriations from prior years are excluded and set at zero for calculating continuing appropriation amounts

Applies to all state agencies in the executive, judicial, and legislative branches

Appropriations may only be reduced to balance expenditures with revenue and after consultation with the Legislative Advisory Commission; effective the day following enactment
