Creates special license plates for recipients of the Legion of Merit military decoration, available for passenger automobiles, one-ton pickup trucks, motorcycles, and recreational vehicles

Plates must be issued free of charge, with no fees for initial issuance, annual registration, replacement due to damage, or transfer to another qualifying vehicle

Limits applicants to one set of plates (or single motorcycle plate) per person, restricted to personal non-commercial use only

Plate design must include the phrase "LEGION OF MERIT" as determined by the commissioner

Effective January 1, 2026 for plates issued on or after that date
