Reorganizes Minnesota Statutes section 168.123 by separating existing veteran plate categories into individual subdivisions for clarity (Vietnam, Pearl Harbor, World War II, Korean Conflict, Purple Heart, Persian Gulf, Laos War, Bronze Star, Silver Star, and Woman Veteran plates)

Expands eligibility for special veteran motorcycle plates to most plate designs, with specific exceptions for Pearl Harbor Survivor, World War II, Korean Conflict, Laos War, Bronze Star, and Silver Star plates

Requires applicants to pay the special plate fee, registration tax, and provide certified discharge papers indicating honorable discharge to qualify

Effective January 1, 2026, applying to National Defense Service Medal plates and special veteran motorcycle plates issued on or after that date
