County program aid, city local government aid, and town aid payments would be reduced each year by the amount of lobbying expenditures reported by or on behalf of that local government under section 6.76

Lobbying expenditures include both direct lobbying costs reported by the local government and the lobbying portion of dues paid to associations of local governments (such as the League of Minnesota Cities or Association of Minnesota Counties)

Aid reductions cannot bring any county's, city's, or town's total aid below zero

Creates new section 477A.0135 in Minnesota Statutes to establish the post-certification adjustment mechanism

Effective for aids payable beginning in calendar year 2026 and thereafter
