Establishes the "LGBTQIA2S+ and HIV Long-Term Care Bill of Rights" and "LGBTQIA2S+ and HIV Home and Community-Based Services Bill of Rights" prohibiting discrimination in nursing homes, assisted living facilities, boarding care homes, and home care services based on sexual orientation, gender identity, gender expression, intersex status, two-spirit identity, or HIV status

Requires mandatory LGBTQIA2S+ and HIV cultural competency training for all staff in long-term care and home care settings: 4 hours initial training for direct-care staff and supervisors within 6 months of hire, with 2-4 hours of continuing education every two years thereafter

Guarantees residents the right to use their chosen name and pronouns, wear clothing consistent with their gender identity, use restrooms matching their gender identity, share rooms with consenting residents regardless of gender, and receive gender-affirming care and HIV treatment as prescribed

Prohibits facilities from denying admission, transferring, discharging, or isolating residents based on protected characteristics; requires facilities to take reasonable action to prevent discrimination or harassment by staff, contractors, and other residents

Authorizes civil actions for residents injured by rights violations to recover damages, costs, and attorney fees; imposes immediate $1,000 fines per incident for substantial violations without opportunity to first correct; prohibits arbitration provisions in care contracts
