St. Paul may issue on-sale intoxicating liquor licenses to the Science Museum of Minnesota (120 West Kellogg Boulevard) and Union Depot (214 Fourth Street East), bypassing zoning and distance restrictions.

University of Minnesota Board of Regents liquor license provisions are expanded: removes the 7-location cap for campus licenses, allows non-contiguous licensed spaces, and updates stadium name from TCF Bank Stadium to Huntington Bank Stadium.

Removes the prohibition on liquor licenses for the University of Minnesota College of Agriculture campus.

Minneapolis food hall license authorization is expanded to include 800 LaSalle Avenue in addition to the existing 501 30th Avenue Southeast location.

New special liquor licenses authorized for: Minnesota State University Mankato (Taylor Center events), Rochester's Historic Chateau Theater, Bloomington Dwan Golf Course, Lake of the Woods County's Baudette Arena Association, St. Louis Park's Shops at West End food hall, Springfield Area Community Center, Douglas County food trucks at private events, Erhard Community Park, and Southwest Minnesota State University (Schwan Regional Event Center and Recreation/Athletic Facility).
