Prohibits drivers from operating a vehicle while an electronic device displays "dynamic content" (video, games, live-streaming, interactive apps, or content with the appearance of movement) visible to the operator

Allows vehicle interface systems to display dynamic content only if directly related to vehicle operation, condition, maintenance, safety, or navigation

Exempts law enforcement vehicles, authorized emergency vehicles performing official duties, closed-circuit visibility systems, intelligent vehicle highway applications, navigation-only GPS systems, compliant wireless communications devices, and devices showing solely passive displays

Defines "electronic device" broadly to include phones, tablets, laptops, digital video players, gaming devices, and wearable devices with electronic displays

Effective August 1, 2025, applying to violations committed on or after that date
