Repeals Minnesota's firearm preemption law (section 471.633) that currently prohibits cities, counties, towns, and other local governments from regulating firearms, ammunition, or their components

Removes the exclusivity provision (section 624.714, subd. 23) that prevents local officials from modifying permit-to-carry criteria or procedures

Eliminates state preemption of local regulation of pistol carrying/possession and "Saturday night special" pistols (section 624.717), as well as local ammunition regulation (section 624.7191, subd. 4)

Preserves local government authority to use zoning ordinances to regulate the location of federally licensed firearms dealers
