Extends the five-year rule for the Alatus Tax Increment Financing District in Columbia Heights to ten years, and extends the post-expiration increment use period to 11 years.

Authorizes the city of Columbia Heights or its economic development authority to extend the duration of the Alatus TIF District by an additional five years, overriding standard statutory limits.

The five-year rule extension becomes effective after the city's governing body and chief clerical officer comply with Minnesota Statutes section 645.021 requirements.

The duration extension requires approval compliance from three governing bodies: Columbia Heights, Anoka County, and Independent School District No. 13.
