Creates the Minnesota Opportunity Scholarship Program for students in grades K-12 residing in Minneapolis (Special School District No. 1) or St. Paul (Independent School District No. 625), allowing them to use public education funding to attend qualifying nonpublic schools

Students must enroll in their resident public school district and notify the district of their intent to participate; the district continues to count participating students for average daily membership and receives state revenue for them

School districts must reimburse families for tuition and eligible educational expenses (including personal computers with no $200 cap) up to the average general education revenue per pupil unit, with tuition receipts payable within 30 days

Remaining unused general education funds at year-end must be deposited into a 529 college savings plan for the student; if families don't request a transfer within 90 days, districts must establish a custodial account through the Minnesota college savings plan

Program takes effect for fiscal year 2027 and later, with an unspecified appropriation from the general fund to the Department of Education for additional general education aid
