Federal immigration officers (including ICE and CBP) would be prohibited from entering Minnesota public and eligible private postsecondary campuses unless they present valid identification, a written statement of purpose, and a judicial warrant issued by a state or federal judge.

Postsecondary institution employees must notify the system's chief administrator (for public institutions) or institution president (for private institutions) whenever a federal immigration officer requests campus access or is found on campus.

Educational data disclosures to federal authorities under certain FERPA provisions would now require a judicial order or subpoena, adding protections beyond current federal minimums.

Educational institutions would be prohibited from designating as public "directory information" any data that indicates a student is not a U.S. citizen or national, including international student status.

All provisions would take effect the day following final enactment.
