Regions Hospital qualifies as an existing safety net, level 1 trauma center designated under section 144.605 and regulated under section 383A.91, subdivision 5

Modifies the definition of which facilities qualify for the existing "national referral center" exception, changing from facilities "meeting state and national needs" to those receiving more than 40% of patients from outside Minnesota
