Expands who can provide a written guarantee for tenants to redeem their tenancy during eviction proceedings by adding 501(c)(3) nonprofit organizations that administer rental assistance programs

Adds a new third category allowing any third party with sufficient funds to guarantee payment under penalty of perjury, as agreed to by both landlord and tenant

Previously, only federal, state, or local government agencies could provide written guarantees for tenant redemption

Removes the requirement that nonprofit organizations must specifically administer "government" rental assistance programs to qualify as guarantors

Effective the day following final enactment and applies to eviction actions filed on or after that date
