Extends the deadline for city governing bodies to canvass election returns from 10 days to 14 days after an election

Prohibits town governing body members who are candidates in a March general election from serving on the canvassing board, requiring them to appoint a non-candidate designee instead

Grants town canvassing boards the same powers as county canvassing boards when no county board is convened, including powers under sections 204C.38 to 204C.39

Allows town clerk and treasurer deputies to continue in office until vacancies are filled, and permits town treasurers to receive candidate filings when the clerk is absent and has not appointed a deputy

Extends the timeframe for holding the first town meeting in a newly organized town from 20 days to 30 days after certification of the organization ballot question results
