Expands eligibility for certain veterans benefits to former National Guard members and U.S. armed forces reservists who served during a time of hostilities, completed their military service obligation under federal law (10 U.S.C. § 651), received an honorable discharge, and reside in Minnesota.

Grants eligible individuals access to purchase of grave markers, honor guards, and burial in state veterans cemeteries.

Extends veterans preference in public employment and permissive preference for veterans in private employment to the newly eligible group.

Provides access to certified copies of vital records and benefits related to renewal of professional licenses, motor vehicle registration, and driver's licenses.

Authorizes eligibility for the honor and remember flag program.
