Appropriates $450,000 in fiscal year 2026 and $450,000 in fiscal year 2027 from the general fund to the Department of Education for a grant to the Dyslexia Institute of Minnesota

Grant provides free evidence-based literacy interventions to students reading below grade level in public schools where a majority of students qualify for free or reduced-price meals

Funds must support tutor training and compensation, curricular materials, program delivery, and program administration

Dyslexia Institute of Minnesota must submit annual reports by January 15 (until 2028) to legislative education committees detailing fund usage and student literacy progress

Effective date: July 1, 2025
