Requires potential grantees to demonstrate good standing with the Secretary of State and current charitable organization registration with the Attorney General

Mandates certification that no current principals (public officials, board members, or staff with fund authority) have been convicted of a felony financial crime in the last ten years

Removes agency discretion to award grants despite incomplete documentation by making the prohibition mandatory until all required information is submitted
