Prohibits Minnesota local governments (counties, cities, and joint powers entities) from entering agreements with the federal government to provide detention facilities for individuals held on civil immigration violations

Defines "federal government" broadly to include federal agencies, departments, and private entities operating under federal contracts

Takes effect the day following final enactment and applies only to agreements entered into on or after that date, not affecting existing contracts
