Replaces daily billing limits for individualized home supports with training with an annual cap of 2,190 hours per service authorization year, effective January 1, 2027 or upon federal approval

Removes the previous restriction limiting providers to billing no more than three consecutive hours and six total hours per day for individualized home supports with training

Maintains the existing six-hour daily limit for individualized home supports with family training

Exempts individuals who meet residential support services criteria under Minnesota Statutes sections 256B.092, subdivision 11a, and 256B.49, subdivision 29 from these billing limits

Delays implementation from January 1, 2026 to January 1, 2027 (or federal approval, whichever is later)
