Caps annual increases to Department of Human Services central office appropriations at 4 percent from one fiscal year to the next

Limitation applies only during fiscal years when CPI-U inflation limits and percentage increase limits are in effect for disability waiver rates and nursing facility payment rates (under sections 256B.4914, 256R.23, and 256R.24)

Creates new section 256.0111 in Minnesota Statutes, chapter 256
